I believe its even lawful to drive to some well lit public place - I know here on long island, we have had many incidents of imposter police officers pulling people over and robbing them - and the real police advise driving to a gas station or something.

but how do you communicate that intention to the police car behind you?

With your flashers on until you stop. If you have a cell phone call 911 and say where you are and blue lights are behind you. Tell 911 your intentions. It is standard policy though in most agencies to honor flashers especially at night. If you just slow down they don't know your intentions. Believe it or not I've heard many 25-45 MPH pursuits on the radio. I've only heard of one or two using flashers though. If you pass up a reasonable {SAFE PLACE} opportunity to pull over though using the flashers the officers own discretion is likely the rule then.
