Exactly.
Men should be in suits and ties, and women should dress in the same manner.
NO ONE should be allowed in the building without being appropriately dressed, EVER.

She probably thought that since hitlery's inappropriate behaviour of rolling her eyes was ok, then t-shirt attire would be ok too.
