And we can tackle this problem together, if you pass the line-item veto. That's nice, but the Contract With America Congress did pass a line item veto, and the SCOTUS said no.

That's nice, but the Contract With America Congress did pass a line item veto....He hasn't used the veto power he currently has, why should he be given an additional veto power to ignore?
