One thing that could cause a problem is the way Ohio law requires that a driver's license (many people's only form of legal ID) be taken at the time of a DUI arrest (in other words before any conviction). The alternate "State ID" requires that one re-take the driving test before getting their license back.

I don't know about Ohio, but in PA, people who don't have a driver's license can get a photo ID, I think from the agencies that issue drivers licenses. My MIL has never driven, but she votes every election. She has also found over the years that she needs to have a photo ID, so she got one. I would think that if this law is passed, then info needs to be given to people arrested of DUIs on how to get a photo ID.
