But they effed up. The correct math is that you take 29% of 51% that is (.29 x .51) or .1479, hence 14.79%.

Yeah, and that's before you factor in the differntial of actual voting propensity, which is positively correlated to other attributes such as knowledge, self-discipline, attention-span, and remembering to pre-validate your voter registration.
