The Clinton administration's response to those terrorist attacks was cruise missile strikes during the Lewinsky scandal so no one paid attention to the strikes.

I wrote a question to the Clinton administration and asked how long it would be before North Korea has nuclear capability.
They called and told me it would be 5-7 years. They didn't put it in writing because they didn't think that was a good idea.
Within a few days, we found out N. Korea had the capability already.

The 6th problem the president inherited was an intelligence breakdown. I can't blame democrats for this. It's been around for a long time.

Turf battles between the alphabet agencies. No coordination. So I got on the intelligence committee and we tried to correct problems and were unsuccessful.
NSA showed us a new listening device that could hear through 2 feet of concrete. I said "Oh, that's great. We could use this in NYC and they told me no, that's ours."
The 7th thing the president inherited is the problem of China.
The first thing that Clinton/Gore did was go to our energy labs and tear down the security systems. They got rid of the color coded badges. They got rid of background checks. We lost to China our WA warhead capability which was a device whihc would allow us to have nuclear capability to one single warhead. The Chinese got that.
The Loral Corp. - guided technology - were precluded from sending it to other countries. But Clinton signed a waiver so Loral could sell to the Chinese so they could be more accurate to use their missiles.
I'm sure it wasn't a mistake that the chair of Loral was the largest single contributor to the Clinton administration.

Second or 3rd State of the Union Clinton said, and it was documented, there were 13 to 18 of our cities that were targeted at our cities. But Clinton stood at the State of the Union, pointed his finger and said "Not one missile is targeted to our cities".

So those are the 3 things the president inherited. The first thing the Bush administration tried to do is rebuild this broken military system and they did it and I'm so proud of them for doing it.

Bush helped troops by increasing salaries, housing allowances, etc. He increased the capabilities in readiness.
Don't forget the three month assault upon the citizens of Yugoslavia (60% civilian targets).
