That's true, but be careful about giving Bill the credit. His cuts to the military budget were excessive during his 8 years as CIC. I think it would be accurate to say the US Military in Iraq was awesome in spite of Clinton.

His cuts won't be felt for many years - the amount of institutional knowledge lost because of Clinton's cuts is very hard to measure right now, but if you could measure it, I would bet that it affected us in Iraq at times. A lot of people cut by Clinton in the '90s would have been senior NCOs and Officers.
