Wrong timeline. Reno killed the people in Waco on 4/19/93, yes, but 9 months earlier klyntyn wasn't even president yet let alone Reno AG.
Someone didn't do their homework.
Such a mistake means I'm not bothering to follow link to original article.

Can an FOIA request trump a judge that redacted portions of the report? What is the appeals process to reverse the redaction ruling? What criteria was used to invoke the redaction? And where's a good leaker when you need one?
