My thinking as well. Nagin, by word and deed, is seen by many as a buffoon. That makes him easy to dismiss. Mitch at least seems serious and businesslike in his demeanor. People are getting desperate and they want a take charge person running the city.

As far as I can tell the Governor never initiated the State's emergency plan before Katrina hit. Doesn't Landrieu carry some of that baggage?
