I'm not claiming to be an expert. Have you ever been ticketed for speeding by a local PO on a state highway?

No, I haven't. But, if a local officer is traveling on a state highway and he sees something that is illegal or dangerous, isn't he at least obligated to notify the state highway patrol officers of the situation so that they can get involved? If what you are suggesting is true, then a police officer from Davidson County, TN. can come upon a deadly wreck in another county or somewhere else out of his "jurisdiction" and simply pass by and not even notify another member of law enforcement who might have jurisdiction?

Sounds screwed up to me.
