The people have moved away from Louisiana by the hundreds of thousands. It appears most are not comming back. The Republicans need to adopt the Democratic policy to land development. The president needs to declare all of Louisiana as and environmentally protected wetland. That would cost nothing and really please Democrats as well as Republicans.

I think this is what the Republican plan is. Instead of all of Louisiana, I think it should be in devastated areas and areas that will better remedy soil erosion (especially coastal). This plan will better suit black New Orleans Democrats who never had adequate representation and could "transform" Louisiana with better representation.
