Israel has control the the water now, but it flows exclusively from West Bank and other arab areas.
Big sticking point for complete autonomy for the West Bank. Then the Palestinians would control the water.
So basically, Israel has them in a vise grip if they choose to tighten it they can bring Hamas to it's knees without dropping a bomb?
