I have a simple solution for the "Mexican official":
The next time this happens on our side of the border, smoke them with an Apache helicopter and ID the bodies.

Apaches cost quite a bit to operate. How about a few teams with Mr. Barrett's guns? I believe .50 BMG is only a buck or so a round.
