They cant... Frist already set it in motion. Cloture vote Monday, then a vote on tuesday at 12:00pm - well before the State of the Union.

Yes, they can.
According to the time table I've seen a vote on cloture will occur at 4:30 p.m., on Monday, January 30, 2006. After a sucessful cloture vote they can still have 30 hours of debate.

I've been informed that there was a unanimous consent agreement regarding the time table of these events.
That agreement renders the senate rules moot so my previous reply is in error. My apologies.
