I'd say this quote from the article is the reason I think it just might be cronyism:
"She is the niece of Gen. Richard B. Myers, who just retired as chairman of the Joint Chiefs of staff, and she is married to John Wood, chief of staff at the Department of Homeland Security."
A bureau of 20,000 people and $4 mil. budget is small by today's government standards. Nothing to see here, folks, move on...
