I didn't understand all of that. Does this only apply to general aviation or does it also include commercial flights and delivery planes like UPS?

The way I'm reading it, no one can fly in those zones from 12000-14000ft at night (5pm-7am local time), unless they're given permission by Air Traffic Control. That's not to say that all commercial flights in/through that area are cancelled until Dec 31st, 2006, but any planes going in and out of that 12000-14000ft chunk of airspace must contact ATC and be given clearance to enter.

In my opinion, it won't affect hardly any flights, GA or commercial. It's likely there just so that our military planes won't have to worry about hitting anyone.
