Believe or not The States aren't allowed to have their own Seperate Militias since the end of the Civil War.

Not true. Many have chosen not to, but others, do have a state militia separate from the National Guard. Texas has both an Army and an Air Force version. The Texas State Guard and the 4th Air Wing of the Texas State Air Guard. Now they are used primarily as support and backup for the National Guard when the latter is executing it's state missions of riot control, disaster relief and so forth. But the structure is there.
