We are not ready for the total reorientation of the economy toward warfighting. We would get federal control and direction of the economy totally with a formal Declaration which would likely harm our material capabilities in the war because the economy would stop growing, stop producing the wealth necessary to keep the country going through a probably very long war.A Declaration might ultimately be necessary because we would need it to deal with the Saracens' inside the country. With a Declaration Islam can be effectively outlawed in the country and all Mohammedans sequestered.
