Question: Saddam boasted about having WMD he no longer had, in hopes of intimidating the West, as well as his neighbors, and got his ass handed to him. Is Ahmadinejad equally foolish as to incite a war over something he doesn't have?
IMHO, the answer is "no". IF that's the answer, then one has to contemplate whether or not he is either,
A) Out of his mind and ready to accept the destruction of Tehran with nothing to retaliate with.
B) Much further along the nuclear chain than we are publicly admitting.
Another possibility is that he has distortions of reality in his mind and he actually believes Iran can defeat the West in a military conflict. Saddam had similar delusions of false greatness and power. These ME leaders tend to fall victim to their own delusions of nonexistent power.
