These are migrant WORKERS, not Ukrainian immigrants that Romanov was alluding to. Immigrants are someone who come with their kids and wives and begin the process of becoming Russian citizens. The ones currently in Russia (at least overwhelming majority) are not it, they're Gastarbeiters- time runs out, they go home.
Yes, they go home, just like the 1 million Georgians who now hold Russian citizenship and go home just long enough to remember why they left in the first place.
