U.S. and European security experts have become increasingly alarmed by the actions of Belarus President Alexander Lukashenko -- in particular, his growing diplomatic, economic and military ties to global antagonists China, Iran and Russia. With the support of this new "axis of evil," Mr. Lukashenko -- Europe's last remaining dictator -- has initiated a Cold War campaign against the West and the United States

Over the past year, Mr. Lukashenko has made a determined effort to strengthen his contacts with Iranian President Mahmoud Ahmadinejad, an avowed anti-Semite and self-proclaimed enemy of the West. Since 1993, Iran has been a key recipient of Belarusian military and technology exports, receiving Soviet-made T-72 tanks and artillery, II-76 transport planes and conventional weapons from Minsk.

Mr. Lukashenko personally ordered Soviet-trained Belarusian chemists, scientists and technicians to work closely with Iran's mullahs on the deadly Shahab missile system -- designed to strike Europe and Israel -- as well as on the country's uranium enrichment and chemical warfare programs.

"Military cooperation with Iran will be carried out without danger to the world or security in the region," Mr. Lukashenko has said. ...

Bilateral relations between Belarus and China have also grown substantially over the past several years. Visiting Beijing in December, Mr. Lukashenko signed a declaration outlining further economic and political cooperation between Beijing and Minsk. ...

In early 2005, both countries signed a joint "Declaration for the 21st Century" document, agreeing to cooperate in the fields of economy, trade, science and military affairs. In addition, Wu Guansheng, a member of the Communist Party of China, and Chinese DefenseMinisterCao Gangchuan both visited Minsk last May. Not long after their visit, Belarusian Defense Minister Leonid Maltsev arrived in Beijing, where he signed documents allowing Chinese military personnel to train in Belarus.

And while we're on the subject, there's nothing wrong with being a patriot, but a nationalist is a weak-minded individual. A great man once said a patriot is a man who loves his country and respects other countries, a nationalist is a man who loves his country and hates others.

I've been pondering for some time now about the two (nationalist and patriotic), and the only difference, as I understand, is in the degree, but basically it's the same phenomena. I think you've hit the root of the current problems. The Soviets enforced multiculturalism attempted to stifle any "national" pride. Add to this that most of these decrees emanated from Moscow and were seen as being "pro-Russian" in nature. After the implosion of the Soviet Union the leftover resentment from perceived Russification led to a spike in radical nationalism, instead of "national" patriotism.

In my travels, I've noticed the amount of hatred of another nation is based on what racial group the person is. For example, in Turkmenistan, they see Russians, Belarusians, and Ukrainians as all being the oppressor since the Slavic races enjoyed dominance over the other races. Same can be said for the Baltics. They don't really differentiate between Russians, Ukrainians, and Belarusians. Now, of course, they're willing to play the Ukraine and Russia off of each other, because it suits their goals.

As they see it, each of those ethnicities enjoyed dominance over the other ethnicities. However, for Ukrainians, Russians are resented for being the dominant ethnicity during Soviet times. Russians, on the other hand, see Ukrainians as ungrateful because they feel they "hooked" up their Slavic brothers during Soviet times.

To me, an outside observer, it's all nonsense. None of these countries will truly be able to advance in a clean and uncomplicated manner without putting aside their differences and forgiving the past. They were all victims in one way or the other. Basing your foreign policy outlook because of hurt feelings from decades ago only leads to disaster. Ukraine and Russia BOTH need to keep this in mind. In reality neither can do completely without the other.
