What a waste. Her family must be pissed.

Giving government money and expecting something good to happen? The family ought to be able to set this aside since she was obviously mentally incompetent.

At age 98 there are substantial odds she was in dementia - and had been for several years. Back when she could last execute a valid will - it's possible that $1.1M seemed like a lot of money (in the days when the federal estate tax exemption was perhaps $600K). I suppose if she knew it was $2M at the time of her death she would have thought about it differently. The family has to be livid.
