My god, those qualities were hallmarks of her and her husband's administration!
I'm totally amazed she could even make a statement like that with a straight face or without bursting into laughter.

End to cronyism - like when she sacked the entire Travel Office and filled it with people from Arkansas.
End to incompetence - like allowing N. Korea to gain nuclear weapons or treating the first Trade Center attack like a class 3 misdomeanor.
End to cover-ups - like Filegate, Vince Foster, Rose Law Firm, Whitewater, cattle futures, Red Chinese money, Loral contracts, Lippo Group....I'm tired of typing.
