21st century warfare is more about "will and perception, than taking territory or enemies killed."
There is merit to this statement. However, my gut tells me that the Enemy will PERCEIVE that he's winning if we DON'T kill him and take his territory.

People who have observed the War on Drugs, the War on Crime, the War on Poverty and other wars of assertion may tend to yawn when U.S. officials (informally) declare a state of war.
A pathetic little gang has devoted itself to harming the U.S. (or the West or something), and has succeeded in one spectacular act of mass murder four years ago.
Paranoia, hysteria, the existence of murderers and the erosion of individual liberties do not a war make.
