On December 12, 1860, the United States House of Representatives proposed the following Constitutional Amendment:(revised and revisited on 12/17/60)That the House passed a constitutional amendment does not make it an affirmative act of history. The constitution remained unchanged. So many amendments, many, even passed by one house or the other. Some, even, by both. Even fewer, then by the necessary number of states or state conventions. So few -- count 'em -- passed by both houses and 3/4ths the states.
Just because an amendment made it so far does not mean that it made it that far. The wish does not exceed the fact.
