Actually, Harding, despite some ethical glitches, wasn't really all that bad. During his presidency there was a pretty bad stock market crash, and he was given all kinds of free advice about the various types of intervention he should undertake in order to set things "right" again, and he refused all of it. The economy rebounded on its own in very short order. If only Hoover could have followed that example in 1929.
