Technically, Munich is not pro-Palestinian. It is uber-balanced. However the 1972 murders are not something to balance. It seeks to morally equate the murders of the innocent to the revenge killings of the terrorists.
When you take an event where one side is clearly wrong and then make the two sides morally equivalent, you are taking a side. In that sense, it is Pro-Palestinian, because it has raise the moral standing of them. Additionally, when you take the words of a historical person and replace them with things she never would have said, you project an agenda.
I didn't get that both sides were morally equivalent from Munich either.
