It wasn't that long ago that whenever a road approached capacity, we simply expanded it or built additional roads.
Whoever first had the idea of trying to modify people's behavior instead of just curing the problem should be shot.
The politics of driving is going to get very ugly very soon.

I think that the idea of the HOV is not the number of people in the car, but the number of seats occupied.

This would count as one seat.
