That's all well and good, but why did it take 3 years?

Law enforcement or no, it is still a government run operation. When has the government been fast and efficient at anything?

For one thing, the gubmint will be sued six ways from Sunday if they're not thorough and they turn out to be wrong ... annnd if they do anything even remotely deemed as "timely" they are characterized as "storm troopers." A WHOLE bunch of people better get a grip!
