A week before she died a violent death at the hands of her sadistic stepfather, a battered and forlorn Nixzmary Brown confided, "I wish my mommy and daddy were dead."
Perry Robinson will never forget those words — or any of the other unsettling encounters he had with the solitary, sad-faced 7-year-old in the park across from her family's apartment in the Bedford-Stuyvesant section of Brooklyn.
The retired paralegal used to see Nixzmary in Tompkins Park while he played with his nieces and nephews — and he "was not surprised" when her lifeless, battered body was found naked on the floor of the apartment early this week.
He had seen the bruises on her painfully thin arms and legs, he had heard her stepfather order her to "get your f- - -ing ass over here," and he knew she was living in fear.
But still Robinson, 49, was shocked at police accounts of the torture the little girl had been subjected to — at charges that her stepfather, Cesar Rodriguez, regularly tied her to a chair, beat her with his hands and a belt, sexually assaulted her, and forced her to eat cat food and use a kitty litter box, while her mother, Nixzaliz Santiago, did nothing to help her.
"I should have taken her to the precinct," a guilt-ridden Robinson told The Post yesterday. "I should have said, 'Come on, let's go to the precinct.' "
Robinson recalled the first time he saw Nixzmary in the park. It was last September, and he was with his nieces and nephews, who live nearby.
"She was running back and forth like a normal 7-year-old," he said. "I noticed her when her father came to the stoop and shouted at her, 'Get your f- - -ing ass over here.'

I can't believe that there were 12 reports. Now that tells you that some people were trying to help. I hear people saying that she is a symbol to us. And I agree. But how about Lisa Steinberg? She went through this same systematic abuse and her mother went free. But what does it take a mother to bring there child to a safe place? All you have to do is hold her by the hand and take her in to the station and do what you have to do to save your child. She only worried about what he would do to her. Nixzmary's mom is a selfish *****! I would take all those yogurt cups and shove them down his and her throat until they choked with help if I had the chance! I would have taken the child myself. He Starved the kid, and her mother could have said that she ate the yogurt instead she said Nixzmary ate it! And then she did not bother to call 911 right away while he was beating the child in the bathroom. So sad. She is stupid, so stupid! I can't understand neighbors that see and hear the abuse going on and don't make the phone call. For goodness sake its anonymous! Call 311! Her mother could have defended a daughter any way she could. She is weak and stupid. She doesn't deserve her other kids either! I hope she gets her but wipped in jail and that stupid stepfather too. He is a monster.

I am very upset to hear about this, I am even more upset to hear that the other family members did not save this poor baby! I am also upset with GERALDO and OREILLY because we have a situation of a murdered 2 1/2 year old that was given back to her mother and her grandparents were NOT allowed to see her.....her father was in Iraq - serving our country and many many of us have emailed them both about Kelsey and gotten no answer....help up get the word out about Kelsey as well please!!!
