Aye, so it was. I speak German. Was stationed for a while in Erlangen (about 16 kilometers from Nurnberg). I had many a soldier ask me to go along with them to the Wall and translate. They didn't really need it. All the hookers there spoke English for the bits they needed. I did get into a helluva argument with one once when the kid in question did more than he had originally said he was wanting and the 'Lady' took the rest of the money out of his wallet.

It shouldn't be a crime for U.S. military to participate in such activities in the countries where it is legal, if they're doing it in a way that complies with the law. Not only is it legal in a number of foreign countries, but it's legal in Nevada too! Personally I don't think it's a great idea, but neither are a lot of other things that many U.S. military personnel do in their free time, with no prohibitions.
If I knew that this type of thing was frowned upon...
As a young private at my first permanent station, my sergeant drove me to a brothel and offered me any woman there, his treat. I knew it was legal in Germany, and had no idea the military didn't like it (hey, my sergeant was telling me to do it), but I still refused.
All we need now is a warning about the military base trolls.
We called 'em "gate girls" in Germany due to the fact they were always hanging out at the gates of the installations. If I were a sergeant looking out for my troops, I think I'd prefer they go to the legal prostitutes.
Does dinner and a movie count?
So were they required to have penicillin shots regardless of being diagnosed with anything? That's a great way to develop resistant strains of bacteria. What if they were allergic to penicillin?
I dont see the need for this, if its legal where the troops are stationed. Its nobodys business. I dont like nanny state republicanism any more than nanny state liberalism.
That's funny...we called them "trolls" when I was enlisted...but it was even worse after I recieved my commission.
We had the "bar chasers" -- locals who were looking for anyone who had shiny rank on his headgear. Aggressive, occasionally attractive...and only interested in the steady paycheck and ticket out of town. Luckily, I had a car and the willingness to use it.
My wife is from Austin and I met her while I was at Fort Hood (at a bookstore in Austin). I was able to confirm her non-troll/bar-chaser status when I told her that I was a 1LT. She said, "oh, is that lower than a sergeant?"
Well, yes. I for one am shocked at the notion that U.S. servicemembers would consider patronizing ladies of the evening.

Men have always paid for sex. Cash up front is just the least expensive way to do it.
When I was stationed in West Berlin, two of my favorite off-duty pastimes were drinking German beer, and having sex with German girls. I paid for both the beer and the sex.
I was only 19-yrs old, so both of those activities would have been illegal in many parts of the U.S. But it was perfectly legal in West Berlin, and I never met a U.S. soldier who thought it was wrong.
I think that this tactic is amazing. This is almost the same philosophy that folks in the ME try to put out among their troops. Be with a woman, she is killed, participate in homosexual activity you are killed. Just what is the underlying statement being said by this order. No sex unless you are married?
This was Germany-specific since all the installations had gates, and the girls would wait around out front hoping to catch a soldier they saw at the local bar or just any soldier.
Nope. Instead, from here on out, you have to take out the trash, mow the lawn, and turn over your entire paycheck to your designated preferred provider....
.... assuming she wants to keep her end of the bargain. And if she doesn't? Too bad, bucky!
True story...
I was at Fort McClellan (Alabama) for my OBC (Officer Basic Course) when we had one of those "health and welfare" lectures from some JAG guy. He told us about the dangers of the gate girls/trolls/bar chasers here in the states. He made a special point, though, of telling about the evils of the German and Korean versions. "Only interested in money and US citizenship." "Out for a ticket to the states." "Bunch of nasty hooker types."
The guy didn't notice until the end of his lecture (he was an O-3) the glowing red face of the Major who was our TAC officer...and married to a woman he met in Germany...
We can say the captain experienced a "significant emotional event" after that lecture.
Say, this XO also prevents the troops from consorting with any members of Congress.
Civilians can legally smoke dope in Amsterdam.
No uniformed DOD member has ever been able to use that rather lame and unrelated argument to avoid the consequences, if caught, of flouting UCMJ regulations.
