No, there is proof that it is separate from the Abramhof scandal, just like it says mid way through tthe article.
This is a scandal, but nothing to do with Abramhof.

I believe that the confusion is in both scandals identifying a "Representative A" as being involved. But the term is used generically in the same way that John/Jane Doe is used in many court cases to either protect the anonymity of a person, or indicate that a person has not been identified.
My recollection is that "Representative A" from the Abramoff scandal is alleged to be Congressman Ney.
