That sounded like a shot at the President to me.
"We work best when we work together"
It is, in a way. It's the same thing Harman was saying on Sunday. You may not like the message, but Congress is saying that if a predsident takes excessive liberty with a resolution (e.g., you kid takes liberty with car priviledge), then you're going to be more circumspect on similar matters in the future.
A court shouldn't have to get in the middle of that, but if the rights of citizens are impinged too much, should the courts step in? and if so, how?
Anyway, it's a difficult subject, and Graham didn't use much skill in airing it.
