This guy sounds like he had . . . ahem . . . issues.

Seven years after the fact?

Why so long for the charges to be pressed?

Sounds like this Tarrant fellow is in over his head. He must be scared (bleep)less with the responsibility of his command and really needs to be relieved of his post.
