It looks like the specific provision is far more narrow than the reporting of it indicates. It's certainly not going to apply to annoying posts made on Free Republic.
And if it's not specific enough to overcome the hysterical objections to it, it will be ruled unconstitutional on the basis that it's "vague and overbroad", a well-established legal principle.
I don't know how it will turn out, but a conclusion that this is going throw a huge wet blanket of internet forums or Usenet is nonsense. That wasn't even the intent of the legislation.

A friend of mine once was targeted by these people -- as are most high-profile FReepers at one time or another. She gave me a suggestion: Stop reading them. She said, when you do stop reading them, *poof* they disappear. That sounds like sage advice. I have recently been targeted by a very persistent DU-type flamer who has emailed hostile and insulting messages to my home email address. At first I made light of it and toyed with him. He became increasingly nasty and personal, and I eventually just told him not to contact me any longer, that I wasn't going to read his garbage any more, and that I had contacted his system adminstrator (abuse@***.com). We'll see what happens.
