I know; I debated all day whether to bring it up. In the end, I figured we're all adults and no one's accusing Rush of particularly nefarious wrongdoing. It's worth a mention. You're right about both administrations -- thanks for saying so.
It's a pretty common misstatement since Clinton was such a cad. It's corrected often enough that people who actually read know the error. Usually, the error is immaterial to the argument being advanced.

Rush is a man, he can take criticism and admit mistakes.
He is not a democrat after all. ;-)
Probably be one of the first things he addresses before the first hour or break this Monday.
When you think about all the stacks of stuff he has to prep as he checks out FR for the latest scuttlebutt and scandals, even he can make an honest mistake like this. :-)
