Venezuela has said it will expand a programme to provide cheap home heating fuel to poor Americans, helping low-income families in Vermont and Rhode Island, as well as four Indian tribes in Maine.

Sell oil at below market prices ESPICALLY to Americans?
I know he thinks he is taking a shot at Bush or something here, but I don't see it.
Just helps our economy, and hurts his (basically a Foreign Gov't subsidizing out for another country)

It may not be that cheap. As I understand it, Venezuela's oil is high in sulfur content ("heavy, sour crude" as opposed to "light, sweet" from elsewhere) and thus requires far more processing.
Thus "Hugo" isn't helping much, if at all.

Venezuela has a per capita income of $4,020 (2003). The US is $41,400, over ten times higher. Chavez needs to worry his own dirt poor citizens.

We should produce a documentary of how grateful our citizens are for their free oil, and air drop the tapes over Venezuela. (Well, IF they had VCRs, they could play the tape!)
"I bought an Xbox 360 for my kids with the money I saved on heating oil this winter! THANK YOU Mr. Chavez!".
I'm sure the upper middle class in Venezuela doesn't live nearly as well as the "poor" do in the USA!

Dictator Chavez is buttering up his democrat party traitor allis/politicians by giving their constituents cheap oil.
Meanwhile the middle class of Venezuela has begun to flee to Florida and to neighboring Latin American countries.
Back in Venezuela, the only road linking Caracas with the outside world just collapsed due to Chavez' incompetence.
