Life sentences, death sentences or even castration may indeed have merit, but those are not options the judge was faced with. He was faced with a short sentence or a long sentence and decided that long sentences don't work.

Well, he's a damn fool or he's not paying attention to the objective. The primary objective is not to turn this SOB into a caring loving person safe to be in society. Its to remove him so that he can't repeat his heinous crime.
If a 60-day sentence was a tactic to get this guy treatment which, under local law would be denied to someone serving a longer prison term, then it was the wrong tactic for the wrong objective. Get this guy out of society and keep him out!
In this case a long long sentence will work quite well. He will not molest any children while he's in prison. Whether he wants to or not is not the issue.
