But as I understand it, there's no appreciable decline in
the accident rate if the driver is celling hands-free.

Makes me wonder if this isn't a cover for some other reason
to restrict cell driving on base.

I have also heard of a study finding that hands ffree cell phing is just as dangerous as the other kind, but my personal experience confidently disagrees.

Talking on a hands free device is little different from talking to a passenger.
