S.F. schools are resegregating, monitor charges

Almost half of San Francisco's public schools are "severely resegregated," and the picture could grow worse due to inertia and political stalemates, according to a new report issued by a state-appointed monitor.

The city's school district, once one of the most integrated urban districts in the country, now is on a reverse slide, with 50 of its 119 schools severely resegregated, the report says. That number is up from 30 four years ago.

Schools fit into the resegregated category if any one racial group makes up 60 percent or more of any one grade level. Many of the 50 schools cited in the report, however, fail across all grade levels.

A 22-year-old federal court order -- known as a consent decree -- overseeing the San Francisco Unified School District's desegregation system expired Saturday. With the expiration came the scathing final report by UCLA Professor Stuart Biegel, who was hired by the state to monitor the district's efforts.

"The resegregation documented in our previous reports continues unabated," Biegel wrote. "We have found a direct relationship between this resegregation and the disparities in academic achievement. ... The effect is corrosive and widespread, impacting not only the quality of the education at individual school sites, but also the culture of the community."

Resegregated schools can be found around the city, from Bayview-Hunters Point to the Mission and from Chinatown to the Sunset and the Richmond. Almost all of the district's Dream Schools, which were started by Superintendent Arlene Ackerman in an attempt to overhaul low-performing schools but which are controversial because staff members must reapply to work at them, also are resegregating.

Ackerman said Tuesday that it is more important to look at academic performance at the Dream Schools and that she believes children are getting a better education now than they were

They want their little Chinas, Viet Nams, Afghanistans, Mexicos, etc. They are here to TAKE FROM AMERICA but not become Americans -- and we let them call themselves citizens...so who really is at fault?

Correct me if I'm wrong but, how does a percentage of ethnicity constitute 'segregation'?? This is liberal word-speak if ever I've seen it. Are these children being seperated from each other? This is pure propaganda.. Create a problem and work hard to 'fix' it!! Sounds like the Federal Gov't will be getting a larger budget request this year??

Since this is probably a result of changing neighborhood demographics, the only solution is to force some people to move somewhere else.

Oh yeah, they need more money. Truth is, the teachers unions
(aided and abetted by the federal govt.) have destroyed our school system. Nothing left to do but sweep up the ashes.

If the latest evidence you have of assimilation is over 100 years old, I'm not sure that does anything but re-enforce the poster's point.

You can't force people to subject their children to things they don't want them to... rightly or wrongly... they'll vote with their feet.

Bussing students to foreign schools just to keep quota levels is self destructive.

I wouldn't be so smug. I got my ears boxed when I asked my dad to teach me German (ca 1950s). "You don't need it. You're in America now". An Italian classmate (NYC PS11) told me he got the same answer, without the ear-boxing.

I am a volunteer reading tutor at a local Middle School in eastern Nevada. My kids are 95% Hispanic, which I allowed was because of their recent arrival. No, according to the teachers, the kids, many who have been here a while, are reading way below grade level because their fathers won't allow them to speak or read English at home. "Spanish is your heritage" they are told.

These illegals don't want to become Americans, just live like them. Many legals, sad to say, fall into that trap as well because our federal and state governments cater to their ethnicity - multi-lingual instructions at bus stations in Indiana, information in Spanish (no English translation) at any post office you visit, ad nauseum.

I ran across a bit of trivia about character actor Albert Salmi, who was from Finland. He went to school but couldn't speak English. The teacher told him to come back when he could. He learned FAST. Nowadays, misplaced compassion leads to fragmentation and eventually a sense of entitlement. Then again, maybe it is planned and not misplaced.

...and *my* parents wouldn't teach me Polish or Yiddish FOR THE EXACT SAME REASON.

Good question. What the hell does ethnicity and race provide to students that are supposed to be learning English, Science, and Math. Last I checked those subjects are not different for different races. Either we are all the same or we are all different. Don't play mental games with me and tell me we are the same when certain groups are treated completely different (dare I say catered to?)

Thanks for letting us know. Now we understand why you folks support segregated colleges, segregated student unions at non-segregated colleges, bi-lingual ed, classes set-aside for specific "oppressed" groups, etc.

It all makes perfect sense when you consider that direct relationship with academic achievement you have reported to the paper. I'm just too damn conservative to figure out how.
