This is Rove's way to hit back at those that say Bush is in a bubble and isn't getting outside advice.
Other then that it doesn't mean much of anything.

The Pres is pretty sure of himself. This would be to get all the opinions out and done with, which is happening by dribbles every day anyway. Why not listen to the elder statesmen? When everybody has a better idea, bring them all together and let them find out for themselves that not only do they all disagree with you, but no two agree with each other. Gets a lot quieter for a while after.
I think your take is a good one, and I'll expand on it. This, on its face sounds like a horrendous idea, BUT perhaps the ultimate question that should be posed to all of them is: What would YOU have done, what is YOUR idea of a perfect solution, given all of the information we had?
In that sense, it will hopefully shut down the incessant flapping of gums by critics who offer up criticisms and NO reasonable solutions. If you've got them, speak now or forever bite your tongues type of idea. At least I hope that is what it is about.

Sounds like a "come to Jesus" meeting on Iran, Syria and North Korea, with a back breif on how the Iraq/Middle east situation is going. Probably asking for advise, whether ignored or not, on how to handle a situation. Sounds like a meeting on a tough problem, take advise, give advise to STFU.
