I've not read the entire thread.
but:

"The death of a Mexican man shot by U.S. authorities while trying to sneak into California proves that extending border walls will not curb illegal immigration...(mexican) authorities said Martinez...'may have picked up rocks and made motions as if to throw them at the U.S. agent'.

Pretty much tells me we've got a justifiable shooting here...and a marksmanship medal to be awarded.

Well, this particular shooting may not be justified. Generally a policeman on one side of the border would not be justified in fearing for his life because somebody on the other side of the border has a rock.

But, once they cross the border then they would be in the middle of a criminal act and the police should be entitled to use force if need be to apprehend.
