Furthermore, what had been agreed to at Lisbon was merely a framework for the parties in Bosnia to work out their disagreements - but since the Serbs decided to revert to violence to get their way, the Lisbon Agreement was about as relevant as Neville Chamberlain's Munich Agreement in 1940.
