Lie through omission. Ekhanurov carefully forgot to mention other clause of same contract. The prices and volumes of deliveries has to be submitted EACH year. For 2005 all was submitted and delivered. For 2006 Ukraine refuses to sign the protocol. "carefully forgot" - a new oxymoron?
