SACRAMENTO — Happy new-law day. Gov. Schwarzenegger signed 729 bills into law last year, and many of them take effect today. The laws touch many parts of life, including making it illegal to hunt via the Internet, drive miniature motorcycles on roadways and sell violent video games to minors.

Health plans and insurance companies no longer can deny coverage for organ and tissue transplants on the basis that the policyholder is infected with HIV.

That's our RINO Arnold.

What is so pathetic about the hundreds of new laws that the California legislature passes each year is that most of them are unenforceable.

Here is a different SacBee article and some of the new laws they list:

* Assembly Bill 1328 - Designates a portion of Cache Creek as wild, scenic and recreational, which prohibits construction of dams and provides environmental protections.

* Assembly Bill 1400 - Bans businesses from discriminating on the basis of sexual orientation or marital status.

* Assembly Bill 1474 - Bans new teenage drivers in their first year of driving from driving between 11 p.m. and 5 a.m. unless accompanied by an adult - 25 or older - or traveling to school, work or a medical appointment.

* Assembly Bill 178 - Permits only fire-safe cigarettes, which extinguish by themselves, to be sold in California after Jan. 1, 2007.

* Assembly Bill 381 - Expands privacy protections by increasing penalties on paparazzi who commit assault in order to record their victim's reaction.

* Assembly Bill 646 - Prohibits body piercing of a minor without parental presence or notarized consent.

* Senate Bill 1028 - Prohibits killing birds or mammals via a controversial Internet technology linking a computer mouse to a camera and rifle.

* Senate Bill 644 - Requires pharmacies to set policies so consumers can purchase emergency contraception or other lawful prescriptions.

* Senate Bill 670 - Apologizes to U.S. citizens or legal residents of Mexican ancestry who were forcibly relocated to Mexico in the 1930s.

* Senate Bill 771 - Extends to oceangoing ships various sewage and other discharge restrictions that apply to cruise ships in state waters.

* Senate Bill 914 - Bans the sale of puppies under 8 weeks old without approval by a veterinarian.

* Senate Bill 97 - Makes it a misdemeanor to send spam e-mail containing false or misleading information.

* Senate Bills 12 and 965: Restricts soda sales and implements nutrition standards for food served in public elementary and secondary schools.

We need a freeze on new laws. This appearance of getting something done that is so embraced by statist politicians is making us one of the most legislated societies on the face of the earth. Just because something is a good idea doesn't mean it has to be a law. And Republicans are as big offenders as Democrats.

We are in dire need of a new Constitutional convention in which every law is examined and many are thrown out.
