You mean like it becoming a fashion statement (see the prison like wardrobe that become fashionable for awhile) or that if its to many people, it looks like government is over-reacting?

NYCs solution was to confiscate the car for 6 months and try and sell it.

Not exactly the success it was thought that it was going to be (nor was it the revenue raiser everyone expected).

It will be interesting and entertaining to see whether some individuals - after this grandstanding legislation - take it into their hearts to...damage...the municipality after their forced participation in this farce.

Lawmakers felt that having offenders pick up trash would save the cost of keeping them behind bars, Curtiss said.

An individual subsequently so motivated (read: pissed off) by the state and the program could conceivably cost them a LOT more money than what they're thinking they're going to save.

(disclaimer: I do not advocate violence; but will merely enjoy seeing the state experience well-earned 'unintended consequences')
