Bill White, Houston's mayor, is now appealing to the Federal Emergency Management Agency for $6.5 million (£3.8 million) to help to strengthen his police department.Houston should bill Ray Nagin. Or have him send out some of NOLA's cops to police their own since those cops have so much time on their hands now.
