This is the latest case of how desperate and out of touch the Left is with reality.
To them, all fingers of guilt point "high into the White House."
The Left has been so miserable for so long now (since impeachment and thereby ruination of the "Clinton Legacy" followed by the 2000 election and ever decreasing political power) that they never miss a chance to bend common sense reality in order to soothe their psyche's.
It's actually incredible to witness.

Congress: Pretty much a no brainer. It's about a forgone conclusion that someone in the Congress was talking to the papers about something they shouldn't. Talk about the usual suspects.
Courts: Possible, but somewhat less likely. Judges, especially FISA ones, would be very well versed in how to follow proper Whistleblower laws, and would be very unlikely to risk open criminal activity when there are legal alternatives.
The White House: Although it sounds absurd, I'm sure the Democrats and MSM have noted that President Bush's approval rating is climbing rapidly the more this spy 'scandal' continues. Perhaps an evil genius like .... KARL ROVE ... arranged the leak in order make the Dem's look soft on terrorism, and the President look tough.
