When does a Joint Resolution supercede the Constitution?

I'm sorry. Where in the Constitution does it say that non-citizens, illegal combatants, and foreign enemies are protected by its provisions?

You of course understand that permanent residents and naturalized citizens are in de facto breach of their immigration status when they support terrorist organizations, yes?
