Actually it happened in Bhawanipore near Kolkatta. Why wont it surprise you?

In much of traditional Indian society a "date" itself is unheard of much less a "date rape". There are advantages as well as disadvantages in being part of traditional societies. But in India's case the traditional values and religion actually helps in keeping a lower crime rate and preventing moral degradation of the society.

No. I mean, rapists happen. What doesn't surprise me is that it was vigorously prosecuted in a relatively urban setting. And it's an extreme case anyway and beside the point.

The point is that crime statistics are meaningless across countries. For example, do you count accusations or convictions? In the American system, with relaxed civil court proceedings and the extreme difficulty of conviction, there is almost no disincentive to make a false accusation. Moreover, there are advantages in civil and divorce court to making an unprovable accusation of rape. To compare to, say Britain, with very relaxed notions of libel and slander, false accusations are discouraged, as well as genuine accusations if they're not easily provable.
